In order to further strengthen security, trust, and the regulatory framework surrounding the ID06 system, new identification requirements will be introduced starting in early 2026 for the approval of ID06 card orders. By ensuring that every person who approves their ID06 card has a verified identity and citizenship, a safer and more transparent labor market is created.
Under the new rules, all individuals—regardless of citizenship—who approve the order for their ID06 card must verify their identity using a valid passport or national ID card that is accepted as a travel document within the EU/EEA.
During the approval process, the cardholder’s documents must be scanned via a mobile app or at one of ID06’s scanning partners in order to verify the authenticity of the documents as well as the person’s citizenship and identity. Individuals from third countries (outside the EU/EEA) will also need to scan their EU residence permit card in the same way as they do today.
Why are the rules changing?
Citizenship and the right to work
Citizenship determines which rules apply to the right to work in Sweden. Therefore, an ID06 card is valid for a period corresponding to the right to work in Sweden.
Consistent rules for all industries
Since ID06 is used across multiple industries, it is important that the rules are consistent and robust. This provides security and predictability for businesses and employees.
With clearer identification, government agencies and industry stakeholders can target inspections more effectively and detect irregularities earlier.
What is affected, and what do companies need to do?
Inventory of employees’ identification documents – Ensure well in advance that all employees—both new hires and current staff—have a valid passport or national ID card (accepted as a travel document within the EU). E-identification is no longer sufficient for the actual approval of the card order.
Communicate with staff and subcontractors – Provide advance notice that new rules are taking effect and that individuals should have their documents ready when it is time to order ID06 cards.
Plan for the transition and renewals – Existing ID06 cards will remain valid until they expire. Upon renewal, the new requirements must be met.
Take advantage of the information and support provided by ID06 and industry organizations – Attend informational meetings and use the guides and FAQs provided by ID06.
A Call to Action for Businesses
To avoid operational disruptions and ensure that employees can continue to receive ID06 cards without interruption, it is essential that companies begin preparing now. Waiting until the last minute could result in someone not having the correct documentation or orders being delayed, which could affect access to the workplace or cause project delays.
By taking timely action, companies demonstrate not only that they comply with regulations, but also that they are committed to fair competition and the safety of their employees.
