How the ID06 Logging Index is Calculated
The purpose of the ID06 Logging Index is to identify individuals’ work shifts and assess how clock-in and clock-out entries have been recorded in a personnel log. A work shift refers to an individual’s presence at a workplace during a workday (a 13-hour period). During a work shift, the individual represents the company.
If the same person uses different ID06 cards issued by different companies during the same time period (13 hours), these are counted as separate work shifts. If a person works at multiple workplaces on the same day (using the same ID06 card), these are counted as separate work shifts.
A work shift is the unique combination of an individual, a company, a workplace, and a workday.
A properly managed work shift is expected to begin with a check-in and end with a check-out, and it is this principle that forms the basis for calculating the ID06 Logging Index. Within the framework of this principle, a number of application rules apply in order to correctly identify a work shift and handle natural variations.
Work shift
As a starting point, a work shift is assumed to take place within a 13-hour period during a calendar day. If the calculation encounters an IN log that appears to be “loose,” the calculation searches for a matching OUT log the following day. This OUT log must meet the requirement of being within 13 hours of the first IN log from the previous day. If such an OUT log is found, it is assigned to the previous day and, together with the IN log, forms a complete work shift.
The limit of 13 hours per work shift stems from the requirement in the Working Hours Act that all employees must have at least 11 consecutive hours of rest during each 24-hour period. In practical terms, this means that a work shift that has actually lasted longer than 13 hours will be classified as two incomplete work shifts.


Applicable exception: multiple logins within a short period of time
If multiple check-ins by the same individual during the same work shift occur within a short period of time (30 seconds), the correct IN or OUT check-in should be accepted in the measurement. This is to account for situations where the individual corrects a mistake immediately upon checking in or out.
Privacy
The calculation of the ID06 Logging Index is based on data collected from all major workplaces in Sweden. All calculations are performed using pseudonymized information, which means that no individual or company can be identified in the calculation. The results of the calculation are then stored at the aggregated company level.

Background
ID06: The guidelines for clocking in and out are based on the contractor’s obligations, and individuals must clock in and out immediately upon starting and ending a work shift, respectively.
Legal guidance regarding attendance records for vehicle service operations stated that employees were not required to sign out of the attendance record for brief absences from the workplace.
Regarding the contractor’s obligations, information from the Swedish Tax Agency states that:
“In addition, you are responsible for ensuring that, on every day someone is working at the workplace, you record when the person started and ended their shift. The information must be entered immediately—not in advance or after the fact. It must also be linked to the person’s identification details.” (Swedish Tax Agency)
It further follows from Chapter 9, Section 5 of the Tax Procedure Ordinance (2011:1261) that:
“2. the name and personal identification number, coordination number, or equivalent foreign number for persons engaged in the business, and
3. the time at which each person’s work shift begins and ends.
The information in the first paragraph, items 2 and 3, shall pertain to each business day and shall be documented immediately upon the start and end of the work shift.”
Further legal guidance from the Swedish Tax Agency states that:
The basic principle is that an employee must be recorded in the attendance register at the business premises where they are working during the shift in question. Individuals who, during a work shift, make brief departures from the business’s regular place of business—for example, to go shopping for supplies for the business or to test-drive a car that has been serviced—do not need to sign out of the staff log.
