ID06 card for foreign nationals

ID06 cards may be issued to:

A maximum of 25 days unless the Swedish Tax Agency has issued a receipt for the application for special income tax or the notification of A-tax.

• An A1 certificate or notification of A1 must be attached to the order.
• Only 3 ID06 cards with a 25-day validity period may be ordered for the same person during a calendar year unless a receipt from the Swedish Tax Agency is provided.

A maximum of 3 months if the applicant does not have a Swedish personal identification number or coordination number.

• A copy of the Swedish Tax Agency’s receipt for the application for special income tax or the notification of A-tax is attached to the order.
• An A1 certificate or notification of A1 must be attached to the order.
• An ID06 card valid for 3 months, accompanied by the Swedish Tax Agency’s receipt confirming the submission of an application for special income tax or registration for A-tax, can only be ordered twice per person; after that, a Swedish personal identification number or coordination number is required.

A maximum of 24 months, but only until the expiration date of the A1 certificate and provided that a Swedish personal or coordination number is available.

• Requirement for a Swedish personal identification number or coordination number.
• An A1 certificate or notification of A1 must be attached to the order.

EU/EEA citizens employed by a foreign company that has its employees covered by social insurance in Sweden must submit the following instead of an A1 certificate:

1. The most recent individual-level employer declaration submitted to the Swedish Tax Agency
2. New hire: When it cannot be verified that social security contributions have not yet been paid due to the employee’s new hire status, an ID06 card may only be issued for a period of 6 weeks, once. Thereafter, an employer declaration at the individual level must verify that social security contributions have been paid to the Swedish Tax Agency in order for a new ID06 card to be issued for a maximum of 3 months.
3. A maximum of 2 years when a Swedish personal identification number or coordination number is available, as well as an employer declaration at the individual level verifying that social security contributions are being paid in Sweden for the employee

Foreign nationals who are covered by social insurance in their home country must provide an A1 certificate or a confirmation of their A1 application issued by an authority in their home country. If a confirmation of the application is submitted instead of the A1 certificate, the applicant must subsequently submit the A1 certificate within three months of ordering the ID06 card.

The A1 certificate must list the same company as the one ordering the ID06 card
Under EU regulations, companies are not permitted to post workers other than their own employees, who must be covered by social security in the same country where the company is domiciled or has its registered office. The company name and domicile/registered office in the same country where the employee is covered by social security must therefore be stated on the A1 certificate (and the application for the A1 certificate).

A foreign branch in Sweden always includes the word “filial” in its company name and has a Swedish organization number beginning with 516xxxx-xxxx. A foreign branch may have both employees posted with an A1 certificate from the “parent company” in their home country, as well as employees for whom they pay social security contributions and/or income tax in Sweden. Hence, the rules below for ordering ID06 cards for employees of a foreign branch.

ID06 cards may be issued to:

A maximum of 6 months within a 12-month period without a Swedish personal identification number or coordination number.

• Requirement for an A1 certificate or notification of an A1 certificate.

A maximum of 24 months, but only until the expiration date of the A1 certificate and provided that a Swedish personal or coordination number is available.

• Requirement for a Swedish personal identification number or coordination number.
• An A1 certificate or notification of A1 must be attached to the order.

A maximum of 3 months if an application for special income tax or a notification of A-tax has been filed and the employee will subsequently will be covered by social insurance in Sweden.

• Requirements for the Swedish Tax Agency’s receipt of an application for special income tax or a notification of A-tax.
• An ID06 card valid for 3 months, accompanied by the Swedish Tax Agency’s receipt confirming the submission of an application for special income tax or registration for A-tax, can only be ordered twice per person. After that, a Swedish personal identification number or coordination number is required, along with a Swedish employer’s declaration at the individual level verifying that employer contributions for that person have been paid to the Swedish Tax Agency.
• New hire: If an employee has a Swedish personal identification number or coordination number but it cannot be verified that employer contributions have been paid to the Swedish Tax Agency due to the new hire, an ID06 card can be ordered—valid for 3 months, once; after which a Swedish employer declaration at the individual level is required to verify that employer contributions for the person have been paid to the Swedish Tax Agency.

A maximum of 2 years if a Swedish personal identification number or coordination number is available, as well as an employer declaration at the individual level verifying that social security contributions are paid in Sweden for the branch’s employees.

• Requirement for a Swedish personal identification number or coordination number.
• Requirement for a Swedish employer declaration at the individual level verifying that the employer’s contribution for the person
  has been paid to the Swedish Tax Agency.

Self-employed individuals from other EU/EEA countries do not need to have an A1 certificate or a personal/coordination number; instead, they must submit a registration extract for Swedish F-tax. Alternatively, they may submit a receipt from the Swedish Tax Agency or a registration number (RUFS) verifying that an application for Swedish F-tax has been submitted to the Swedish Tax Agency. However, any employees of the self-employed individual are subject to the same rules as employees of a foreign company.

An ID06 card for a foreign self-employed person may be issued for:

• A maximum of 1 month, unless a receipt or registration number (RUFS) for the application to the Swedish Tax Agency for Swedish F-tax is available.
• A maximum of 3 months, unless a tax record from the Swedish Tax Agency confirms that the individual is registered for F-tax in Sweden.
• A copy of the Swedish Tax Agency’s receipt or registration number (RUFS) is attached to the order if an application for F-tax is included.
• An ID06 card valid for 3 months, accompanied by the Swedish Tax Agency’s receipt confirming the F-tax application, can only be ordered twice by a self-employed individual; after that, a registry extract verifying Swedish F-tax registration is required.
• A maximum of 2 years, provided that a tax record from the Swedish Tax Agency confirms that the individual is registered for F-tax.

Foreign companies based in an EU/EEA country other than Sweden may register ID06 cards for third-country nationals who hold an EU residence permit card designated as "Residence Permit" (residence permit). However, it must be issued with a validity period of at least one year and must also state the right to work or other text with the same meaning, in English or the country’s own language, on the front or back. (The exception is an EU permanent residence permit card, which does not need to specify the right to work.) With this EU residence permit card, the posted third-country national has the right to stay in Sweden for work for 3 months within a 6-month period.

Documents to be submitted digitally with the card order:

• A photo of the front and back of the third-country national’s EU residence permit card, which must be marked “Residence permit” and issued with a validity period of at least one year, and must indicate the right to work. (The exception is an EU permanent residence permit card, which does not need to indicate the right to work)
• A copy of the A1 certificate or confirmation of the application for an A1 certificate.

ID06 cards may be issued with a validity period of:

• ID06 cards may be issued with a validity period of up to three months within a six-month period.
• However, if you have a residence permit issued by the Swedish Migration Agency, the ID06 card can be issued for the duration of the Swedish residence permit, but not for a period longer than that covered by the A1 certificate or the application for an A1 certificate.
• A receipt or document from the Swedish Migration Agency confirming that the application for a Swedish residence permit has been submitted to them is also accepted in lieu of the actual residence permit. An ID06 card can be issued for a period of 3 months starting from the receipt date indicated on the Swedish Migration Agency’s receipt or document regarding the residence permit application. However, after the 3-month period, a new ID06 card cannot be issued; instead, the actual approved residence permit must be attached to the ID06 card order.
• An exception is granted if there is a written statement issued by the Swedish Migration Agency stating that no decision has yet been made regarding the third-country national’s application for a residence permit.

Conditions for EU residence and work permit cards:

ID06 does not accept any documents other than an EU residence permit card indicating the right to work, with a validity period of at least one year, for the purpose of verifying that the third-country national is resident in the EU country from which they are posted; Swedish law requires that the third-country national be resident in the EU country from which they are posted.

A third-country national who is authorized to work in an EU country for a short, limited period is, by definition, not a resident of that EU country. ID06 does not accept documents that violate Swedish law, such as a VISA D. These documents do not authorize third-country nationals to work in Sweden when posted from another EU/EEA country. Foreign nationals employed by foreign companies are required to provide an A1 certificate or a confirmation of the application for an A1 certificate issued by an authority in their home country. If a confirmation of the application is attached instead of the A1 certificate, the A1 certificate must subsequently be provided by the applicant within 3 months of ordering the ID06 card.

The A1 certificate must list the same company as the one ordering the ID06 card. According to EU regulations, companies are not permitted to post workers other than their own employees, who are then covered by social security in the same country where the company has its registered office. The company name and registered office in the same country where the employee is covered by social security must therefore be stated on the A1 certificate (and the application for the A1 certificate).

Example of an EU residence permit card – the same layout in all EU countries:

You may work temporarily in Sweden for the group for a total period of less than one year without a work permit. However, Swedish law requires a residence permit for stays in Sweden exceeding 3 months within a 6-month period. Additionally, third-country nationals from certain countries are legally required to have a valid visa for stays within the Schengen Area. Documents to be submitted digitally with the card order:

• A copy of the third-country national’s employment contract stating the person’s occupation, as well as documents verifying that the company is part of an international group.
• A valid visa for travel within the Schengen Area.
• A valid A1 certificate if the third-country national is posted by a company established in an EU country.

ID06 cards may be issued with a validity period of:

• An ID06 card can be issued with the same validity period as a Swedish residence permit. If the applicant does not have a Swedish residence permit, the ID06 card is issued for a maximum of 3 months within a 6-month period.

Exceptions apply to work permits. The work must be of an emergency nature. In other words, an unforeseen event must have occurred that requires immediate action. If the work is planned or foreseeable, the exception does not apply. There is also a legal requirement for third-country nationals from certain countries to hold a valid visa for stays within the Schengen Area. Documents to be submitted digitally with the card order:

• The occupation of third-country nationals and the geographical location of their workplace must be specified. The Swedish company placing the order and the contact person for the urgent work must also be specified in the ID06 application and saved along with the application documents.
• A valid visa for travel within the Schengen Area.
• A valid A1 certificate if the third-country national is posted by a company established in an EU country.

ID06 cards may be issued with a validity period of:

• ID06 cards may be issued with a validity period of two months.

There is also a legal requirement for third-country nationals from certain countries to hold a valid visa for stays within the Schengen Area. Documents to be submitted digitally with the card order:

• The occupation of third-country nationals and the geographical location of their workplace must be specified. The Swedish company placing the order, along with a contact person for the business agreement, must also be specified in the application for ID06 registration and saved along with the application documents.
• A valid visa for travel within the Schengen Area.
• A valid A1 certificate if the third-country national is posted by a company established in an EU country.

ID06 cards may be issued with a validity period of:

• An ID06 card may be issued with a total validity period of 3 months within a 12-month period.

Third-country nationals who intend to stay in Sweden for more than three months to start and run their own business or become a partner in a company must hold a Swedish residence permit and be registered for F-tax in Sweden.

Documents to be submitted digitally with the card order:

• A photo of the third-country national’s Swedish residence permit or receipt of application/document regarding the application for a residence permit issued by the Swedish Migration Agency, as well as an extract from the Swedish Tax Agency’s register regarding Swedish F-tax, or alternatively a receipt of application or registration number (RUFS) regarding the application for F-tax.

ID06 cards may be issued with a validity period of:

• A maximum of 3 months within a 6-month period, provided that a receipt or RUFS number for the application to the Swedish Tax Agency for Swedish F-tax is available.
• A maximum of 6 months from the date the application for a residence permit is submitted to the Swedish Migration Agency and the application for F-tax is submitted to the Swedish Tax Agency.
• For a maximum period equal to the validity of the residence permit issued by the Swedish Migration Agency, provided that a tax registration statement from the Swedish Tax Agency regarding Swedish F-tax is available.

Please note that the above applies only to the self-employed individual and, consequently, not to the employees hired by that individual.

• A photo of the third-country national’s visa (if a visa is required) and an extract from the Swedish Tax Agency’s register regarding Swedish F-tax, or a receipt of receipt or registration number (RUFS) if applying for F-tax.

ID06 cards may be issued with a validity period of:

• A maximum of 3 months within a 6-month period, provided that the applicant has an F-tax number or a receipt of application, or a RUFS number for the application to the Swedish Tax Agency for a Swedish F-tax number.

Under the Withdrawal Agreement, British citizens employed by a British or other foreign company have the same status as third-country nationals and are subject to the regulations governing ID06 cards for third-country nationals.
